Chuck Ruben recognized for service as Logan County Board Chairman

At the Logan County Board’s Regular Meeting on Tuesday, December 18, Chuck Ruben was recognized for his two years of service as board chairman.

Board member and Parliamentarian David Hepler gave a summary of highlights from Ruben’s service since being elected to the Logan County Board. He said Ruben was elected in 2002. Finance Chairman Rod White retired. Ruben was appointed as Chairman of the Finance Committee. Hepler said rarely, if ever, had a new board member been assigned such a level of responsibility.

Hepler said Ruben assumed these duties at a time when the county’s finances were declining and several years into Ruben’s tenure as finance chairman, the entire country went into a financial crisis, dragging Logan County with it. He said Ruben “methodically and with composure guided the county board and offices through these troubled times preserving the essential services of government and maintaining our financial integrity.”

Hepler said over the years, Ruben has served on numerous committees, commissions, and special appointments.



While Ruben was elected to represent District One, he embraced the entire county as his responsibility and listened to everyone’s concerns.

In late 2016, Ruben agreed to serve as Chairman of the Logan County Board. He “actively supported major project developments including infrastructure, wind farms, expansion of the coal mine, Cresco Labs, and manufacturing.”

He “supported proactive zoning measures to encourage rural residential growth being compatible with production agriculture.”

Ruben was “a true friend to the Health Department, repurposing their warehouse space, implementing a federally qualified Health Center and appointing a Health Advisory Committee.

Ruben continued to support the county’s veterans by “establishing full funding for the Veteran’s Assistance Commission and giving proper recognition to those who served and sacrificed on a dignified plaque at our Courthouse.”

He “assisted with the transition of [the county’s] public transportation program from one provider to another.”

Ruben “achieved these financial and service goals while still providing appropriate compensation packages including raises, available insurance, and days off whenever possible to the hardworking, talented, and dedicated workforce of Logan County government.”

Hepler read the resolution which said, “Be it therefore resolved that the Logan County Board thanks and commends Charles Ruben for his service as Logan County Board Chairman from December 2016 to December 2018 and wishes him every continued personal and professional success.”

The Board gave Ruben a round of applause.

Ruben continues to serve on the board and was recently appointed once again to serve as the Chairman of the Board’s Finance Committee.
