 The Illinois Community College Trustees Association (ICCTA)
has chosen Minter as the recipient of the 2019 Gary W. Davis Ethical
Leadership Award.
The award recognizes individuals who have made an outstanding
contribution to the pursuit and support of ethical leadership and
decision-making in their fields of work and with volunteer service.
Minter oversees Heartland's finances and general business
operations. In addition, he is responsible for Human Resources,
campus facilities, technology and strategic planning.
Under Minter’s leadership, the Heartland Business office recently
received the Certificate of Achievement for Excellence in Financial
Reporting. The Certificate was awarded to Heartland by the
Government Finance Officers Association of the United States and
Canada (GFOA) for this year’s comprehensive annual financial report
(CAFR). The Certificate of Achievement is the highest form of
recognition in the area of governmental accounting and financial
reporting.
As a member of the Boys and Girls Club of Bloomington-Normal
Community Advisory Council, Doug has made an impact while putting in
regular volunteer hours and recruiting students to join him in
service to the community.

Doug was named one of the founding directors on the Central
Illinois Regional Broadband Network (CIRBN) board, an organization dedicated to
providing high-speed internet service to hundreds of profit and non-profit
organizations, including schools, colleges and libraries. In January 2018, he
was named president of the CIRBN board.
“Doug’s ethical and inclusive management style, professionalism and commitment
to his community make him well deserving of this honor. He has earned the
respect of his colleagues at Heartland and in the community,” said Heartland
President Dr. Keith Cornille. “He has led the Business Services division with
distinction and set a high bar for resource stewardship, transparency and
excellence.”
Minter was recognized at the ICCTA Awards Banquet on June 7, at the Westin
Chicago Northwest Hotel in Itasca, Illinois.
District 540 Board of Trustees Chair Gregg Chadwick was also recognized at the
Banquet as a nominee for the Ray Hartstein Trustee Achievement Award,
recognizing a trustee whose exemplary Board service and leadership sets the
standard for outstanding trusteeship in Illinois.
