Fiscal Year budget approved

On Tuesday, October 15, the Logan County Board held its Regular
voting session with several motions from various committees.
Board members present were Dave Blankenship, Emily Davenport, Janet
Estill, Bob Farmer, Cameron Halpin, David Hepler, Steve Jenness,
Chuck Ruben, Bob Sanders, Scott Schaffenacker, Annette Welch and Jim
Wessbecher.
Next FY Budget approved
Finance Committee Chairman Chuck Ruben made several motions that
were all approved unanimously.
The board voted to take Fiscal Year 19-20 Budget off display and
then approved it.
Other motions included:
- A resolution for the Annual Abatement of Bonds and Interest.
- Logan County Tax Levies and their amounts for Fiscal Year December
1, 2019 to November 30, 2020:
General Fund, $1,647,467
In the FY 19-20 budget, the total revenue for all funds is
$12,447,289.00 and total expenses for all funds is $15,338,677.00.
The total fund balance for 2019 was $1,710,244.
The rollover amounts and bottom line for the 19-20 budget will be
available once the audit is done.

Building and Grounds Committee update:
The following motions were unanimously approved:
- Automatically forward all correspondence from Bill Walter of MRTS
to the county’s insurance provider CIRMA. Walters is conducting the
Logan County Courthouse dome and building restoration examination
and plans.
- A security questionnaire to be sent to Viscon not to exceed $300
from another line item. Board member Cameron Halpin said the
questionnaire will help the IT subcommittee know security needs.
- Transfer $16,000 from the Farm Operating Account for HVAC Systems
at Animal Control.
- Request for use of the Logan County Courthouse for a nativity
scene. It will be the third year for the nativity.
- Request for use of courthouse for Winter Wonderland Tree Festival.
Local business owner Kathie Williams said she would like permission
to place approximately 40 trees on the west side of the courthouse.
The trees would be purchased for $50 in memory or honor of someone.

Williams wants to start a tradition that will bring joy every year. She said
Pekin does something similar and has over 375 trees, but she wants to start
smaller.
Williams has contacted someone about delivering trees November 21 or 22 and the
sponsors can decorate the trees between November 24 and November 29.
Animal Control Committee update
The board unanimously approved two motions brought forward by Animal Control
Committee Chairman Steve Jenness:
- Emily Gregory was appointed Assistant Animal Control Warden.
- Rabies tag fees
Fees for the one-year rabies tag are $15 for neutered animals and $35 for
non-neutered animals.
Fees for the three-year rabies tag are $35 for neutered animals and $100 for
non- neuteredanimals.
These fees will go into effect January 1, 2020.
Road and Bridge Committee update
Road and Bridge Committee Chairman Bob Farmer brought forward three motions that
the board unanimously approved:
- The purchase of a used rubber-tire excavator from Altorfer for $127,000 from
the County Highway Fund.
- To award a construction contract to Reiners & Westen, LLC for $29,100 for a
riprap project in East Lincoln and Chester Townships.
- To award a construction contract to Reiners & Westen, LLC for $23,400 for a
riprap project in Chester Township.
Chair’s report:
The board unanimously approved the hiring of Britany Wilson as the new Logan
County Board Administrative Assistant. She replaces Amy Kuhlman, who has taken a
job in the office of Sheriff’s Department.
The next Regular Board meeting will be held Tuesday, November 19 at 6 p.m. in
the Logan County Courthouse.
