On March 9, 2020, pursuant to his authority under Section 7 of the
Illinois Emergency Management Agency Act (IEMA Act) (20 ILCS
3305/7), the Governor of Illinois declared all counties in the State
of Illinois as a disaster area in response to the outbreak of
COVID-19.
On March 16, 2020, the Governor issued Executive Order 2020-07 which
provides, in relevant part:
“During the duration of the Gubernatorial Disaster Proclamation,
the provisions of the Open Meetings Act, 5 ILCS 120, requiring or
relating to in-person attendance by members of the public body are
suspended. Specifically, (1) the requirement in 5 ILCS 120/2.01 that
“members of a public body must be physically present” is suspended;
and (2) the conditions in 5 ILCS 120/7 limiting when remote
participation is permitted are suspended.”
On March 20, 2020, the Governor issued Executive Order 2020-10.
Among other things, that Order provides that, subject to certain
limited exceptions, “all individuals currently living within the
State of Illinois are required to stay at home or at their place of
residence except as allowed in the Executive Order,” and that “all
businesses and operations in the State, except Essential Businesses
and Operations, are required to cease all activities within the
State except Minimum Basic Operations.”

Based on the rapid spread of COVID-19, throughout the State of Illinois and
keeping in keeping with the Governor’s Orders, the Logan County Board will not
be permitting members of the public to physically attend meetings. The public is
invited to attend the Board’s virtual meetings. The Board will provide internet
links so that the public may listen to and view the meetings.
To comply with Section 2.06 of the Open Meetings Act (OMA) (5 ILCS 120/2.06(g)),
public comments are to be submitted to the Logan County Board in writing two (2)
hours before the meeting commences. Comments should be e-mailed to
bwilson@logancountyil.gov.
The public is also invited to virtually join the meetings via Google Meet. To

The meeting will also be live streamed on the Logan County Board's Facebook
page. These procedures will be in place until the Governor lifts the suspensions
within his emergency Orders.
