It is my great pleasure to write this letter
endorsing Mrs. Kelly Elias for the office of Logan County Clerk of
the Circuit Court. Although I am now retired from the Circuit
Clerk's Office I worked with Kelly for 6 years. I was always
impressed with her ability to identify and quickly resolve issues
that needed immediate attention.
The responsibilities of the Circuit Clerk have been established by
the Illinois Supreme Court and are numerous and varied. From
maintaining the physical court files and Judge's notes to taking
passport applications on behalf of the United States Department of
State. The Circuit Clerk is responsible for the calculation and
collection of fines and court costs, maintaining evidence and
assisting judges in the courtroom as well as a myriad of other
requirements.
Kelly has established good working relationships with her fellow
deputy clerks, judges, attorneys, law enforcement and the public.
While she is professional in the execution of her responsibilities
she is kind and offers patient assistance to everyone with whom she
comes in contact. Policies and procedures in the Clerk's Office as
well as the courtroom can change very rapidly. Kelly is able to
quickly identify these changes and work to find solutions and the
procedural changes required.

The elected position of the Logan County Circuit
Clerk needs to be filled with someone who has proven quality
leadership and experience. It is a position that requires a seamless
transition from one elected official to the next. It is a position
that needs someone who can "hit the road running" and is experienced
in the many facets of the office. Kelly came to the Circuit Clerk's
Office from the legal community and so her background served her
well in learning her new responsibilities. The people of Logan
County would be well served by her election to the position of the
Clerk of the Circuit Court.
The American Judicial System is one of the central pillars of the
foundation of our great country. It either serves us all or it
serves none of us. I encourage the voters of Logan County to vote
for experience and proven leadership by voting for Mrs. Kelly Elias
to fill the position of Logan County Clerk of the Circuit Court.
