On Friday, May 15, at 11 a.m., The Office of the Lieutenant Governor
will host a virtual community meeting to share information about two
Restore, Reinvest, and Renew (R3) program grant opportunities. R3
funding totaling $31.5 million (subject to appropriation) will be
made available to eligible organizations in R3 zones. The briefing
will provide community members and potential applicants with general
information as well as eligibility requirements.
ICJIA will release two Restore, Reinvest, and Renew (R3) grant
opportunities Monday, May 18.
WHAT: The Cannabis Regulation and Tax Act of 2019 (410 ILCS 705)
established the R3 program to provide 25% of tax cannabis revenues
in grants to support communities impacted by the war on drugs and
decades of economic disinvestment. ICJIA will release two Notices of
Funding Opportunity (NOFO) for R3 program grants totaling $31.5
million to support civil legal aid, economic development, re-entry
and diversion from the criminal justice system, violence prevention,
and youth development. Eligible organizations may apply for two
types of grants: 1) community assessment and planning and 2) service
delivery programs.
WHEN: The Office of the Lieutenant Governor will host a Virtual
Community Briefing on R3 on Friday, May 15, at 11 a.m.
ICJIA will release two Restore, Reinvest, and Renew (R3) grant
opportunities Monday, May 18. Grant information and the Notice of
Funding Opportunity for R3 grants will be posted online at:

WHO: Eligible organizations include nonprofits, local units of government,
faith-based tax exempt organizations, businesses, community and neighborhood
associations. R3 zones were identified using community-level data on gun injury,
child poverty, unemployment, and state prison commitments and returns, combined
with disproportionately impacted areas identified by DCEO.
Only applicants seeking funding for programs within a designated R3 zone will be
considered eligible for this funding.
WHY: The R3 program seeks to repair the harm caused by the war on drugs by
ensuring that the programs funded are equitable and provide the services needed
in the most vulnerable areas across the state.
