The Certificate of Achievement for Excellence in
Financial Reporting was awarded to Heartland Community College
District #540 by the Government Finance Officers Association of the
United States and Canada (GFOA) for this year’s comprehensive annual
financial report (CAFR).
This award is the highest form of recognition in the area of
governmental accounting and financial reporting. The attainment of
the Certificate represents a significant accomplishment for the
financial management of a public organization.
The individuals and/or department designated as primarily
responsible for the distinguished CAFR also received an Award of
Financial Reporting Achievement.
“Heartland has been recognized by the GFOA for excellence in
financial reporting multiple times since I began at the College.
This is a reflection of the high standard of transparent and ethical
work set forth by out outgoing Vice President of Business Services
and Institutional Effectiveness Doug Minter and by the outstanding
staff in that department,” said President Keith Cornille.

“As we conduct our search for a new Vice President of Finance and
Administration we will be looking to meet the mark set by Doug that is
exemplified by this honor."
The College’s CAFR has been analyzed by an impartial panel to
judge its meeting of the program’s high standards, which includes demonstrating
a constructive “spirit of full disclosure” to clearly communicate its financial
story and motivate potential user groups to read the CAFR.
