Illinois Coronavirus Region Three that includes Logan County has now reached a percent positive rate exceeding 8 percent. Due to this, the entire region is under tier one mitigation. That mitigation includes the closure of indoor service for local restaurants and bars. The area will stay under tier one mitigation for at least two weeks. At the end of the two week period, if the region has dropped to a percent positive level of 6.5 or less for three consecutive days, restrictions may be lifted.

If the region's percent positive level continues to rise in the next two weeks, the next level of mitigation may be enacted, which would include the closure of all non-essential retail.

Even though the Logan County rate is far below 8 percent, at 3.6, it is vitally important that we all do our part to lower the overall percentage rate by reducing our rate. Please, use your face masks, observe social distancing, and avoid gatherings.

We want our restaurants and bars to be able to re-open, and we certainly don't want to see our small businesses and local retailers forced into closure just as the holiday season approaches.

On Saturday, area youngsters had the opportunity to do their trick or treating in a safe environment, starting with a revamped version of Trick or Treat with the Mayor in Lincoln. Kids were asked to stay in family groups, wear protective face masks and stay at a safe distance from other groups on the same quest to retrieve sweet treats from downtown businesses.

Saturday evening, Faith Assembly Church in Lincoln opened up their large lawn for fellow churches, area businesses, and local organizations. Tables were set up at safe distances from one another. Again, families were asked to stay together, wear face masks, and observe social distancing from other families also trick or treating. Tables were manned with volunteers who wore their masks, and some even donned sterile gloves to help protect area children as treats were being handed out.
