Logan County Board Building and
grounds committee March meeting notes
[March 13, 2025]
On Monday, March 10th, the Building and Grounds
Committee of the larger Logan County Board met for their monthly
meeting. All members of the committee were in attendance, which
included Chairman Dale Nelson, Vice Chairman Gil Turner, Lance
Conahan, Hannah Fitzpatrick, and Jim Wessbecher.

The meeting started with two pieces of old business,
both requests to use the Courthouse lawn. The first was a request
for use of grounds on June 7th. This request was submitted for Logan
County Pridefest 2025. Nelson stated that the organization putting
this on did not submit their proof of insurance for the event. This
was something that was discussed in the January meeting, when the
request was first submitted, and then again in the February meeting,
where it was revealed that the organization had not yet submitted
the insurance paperwork. Nelson stated that he would reach out again
and let the organizers know that they needed this paperwork
submitted before their event could be approved. This item was then
once again moved to old business for April’s meeting.
The other Courthouse lawn request was for the National Crime Victims
Week Pinwheel Garden. Since the people submitting this request were
only looking to put small pinwheels in the Courthouse lawn from
April 5th to April 13th, they decided to approve it. The item was
then moved to the Workshop meeting agenda.

The next item discussed was new business, starting
with the request for a new floor scrubber machine coming in at
$7,300. Conahan asked where the money would be coming from to pay
for the machine, and Nelson stated that he would have to check with
the Treasurer Penny Thomas. Bill Walter stated that there is no rush
on this request, as the floor needs to be fixed before the floor
scrubber would even be needed. This item was also sent to old
business for April’s meeting.
The last major item for new business was an update on the Courthouse
Restoration. Many things were discussed during this time, but here
are some of the highlights on the courthouse itself.

The renovation on the second
floor courtroom is “well underway,” according to Walter. He
further stated that they should have that courtroom completed
about one and a half to two weeks after the millwork comes in.
As for the windows, once that gets
started, it should proceed fairly quickly. According to Walter,
three to five windows should be able to be replaced every two days
once that project gets underway.
It was also revealed that the roof has another leak, this time where
the drainpipe meets the roof itself. The rubber gasket around the
pipe is worn out, and when the pipe was clogged recently, some of
the standing water began to leak down past the gasket.
Walter also shared that someone will
be coming in soon to work on the bell. This is the same individual
who worked on the bell fourteen years ago.

Finally, Walter mentioned wanting to replace the
fluorescent lights behind the clock faces around the courthouse with
LEDs. According to him, it will light up the clocks better at night,
and will also have the added benefit of being able to be programmed
to shine in different colors.
In addition to the courthouse, Wessbecher also mentioned needing
people to pull up the ice rink at Scully Park. Nelson stated that he
could try to find some help and get out there soon to do so.
Clearing out the Logan Building was also discussed. Several
companies were brought up when discussing renovating the bathroom,
these being Triplett and Tartar Bros. The work needed to be done
would be removing the toilets and sinks. A dumpster would also be
needed to clean out other parts of the building. Conahan volunteered
to reach out and find someone to work on the bathrooms, while Turner
and Nelson volunteered to find someone to clean out the other parts
of the building.
