On Wednesday, November 12, 2025, A
ribbon cutting and open house was hosted by Pivotal Housing Partners
at the new Lincoln Senior Flats. The new apartment complex is
located at 1455 Castle Manor Drive in Lincoln. With over 50 one and
two-bedroom apartments, the targeted residents will be seniors over
age 55. Apartment rent is income based, making the monthly expense
affordable for seniors with limited income.
The day began at noon with a ribbon cutting held on the front porch
of the complex. After the cut, guests were invited inside to the
ground floor community room for a light lunch catered by Peggy’s
Place by Hillary in Lincoln.
For the cut, Lincoln Mayor Tracy Welch was invited to assist the
Flats site manager Melissa Bridgewater for the cutting of the
ribbon.


After the posed picture that
included staff and executives of Pivotal, representatives from
Roanoke Construction and other contractors and architects, Mayor
Welch and Lance Conahan of the Logan County Board, Welch and
Bridgewater did the honors of cutting the ribbon.



Inside, guests were directed to the
community room where seating was available for everyone. As guests
enjoyed the food, there were three people who addressed the group,
speaking about the apartment building, its construction, and the
vision for the future.

The first speaker was Pivotal Vice
President of Development Wyllys Mann. He drew a chuckle when he said
that sometimes building a new structure is like the birthing
process, not all that much fun but worth it in the end.
He went on to express appreciation to the city of Lincoln and to
Building and Zoning Officer Wes Woodhall in particular for how well
they worked with Pivotal to get the project off the ground and
completed.
He noted that the city in general had been excited to see Pivotal
come to Lincoln. When he approached the city with his idea their
response was ‘Yes! What can we do to help make this happen?’.”

He praised all those who had
been involved from the architects to the construction crew and
the civil engineers.
He also noted that it was a lovely building and with the help of
the on-site management staff he knew it would stay that way.

Mayor Welch spoke next, thanking
Pivotal for coming to Lincoln and noting the importance of providing
quality housing for the senior citizens of the community. He spoke
on behalf of Woodhall saying that the Pivotal team had been very
good to work with.

The final speaker was Kevin Buchek,
president of Roanoke Construction. He talked about the network of
people it takes to complete a project this size from those working
within Roanoke to the subcontractors. He also noted that many of the
sub-contractors were local and regional.

Straight down the hall from the
community room two apartments were open for tour, a one-bedroom and
a two-bedroom. Both apartments featured open floor-plan kitchen and
living areas, walk in closets, large bathrooms and modest bedrooms.
Kitchens are fully equipped with a stove, refrigerator, dishwasher
and microwave. The apartments also feature laundry rooms. The
bathrooms are spacious enough to provide for those with special
needs.
