He attended the Police Training Institute Basic Law Enforcement Class #1023 from October 10, 1994 through December 16, 1994. He attended D.A.R.E. instructor school September 20, 1998 through October 2, 1998. He was instrumental in the “Effective Youth Program” at local schools dating back to 2002. He served as an Illinois Training and Standards Board certified instructor in Control and Arrest Tactics since 2007. Scott Brown was the face of modern Law Enforcement: Tough - Skilled - Connected. And he was this model long before modern law enforcement adopted it. Landers said, “As many know, Scott had voracious physical toughness, but that is not what I mean when I say it here. Scott was tough in his personal character. He had his beliefs, but more importantly he had his belief in others. He was never one to let anyone fall lower than his expectations for them…never for himself. He believed every single person could do more, be more.” He was skilled, not only in the facets of law enforcement but also in human psychology. He would never let anyone fall to the bottom. Even if he was the one to knock them down, he would swiftly build them back up and give the hope and confidence to be a better, stronger version of themselves. Because of these two character traits, he was connected to the people of his community, which extended far beyond the local people. He had the irregular ability to simply talk to someone, familiar or stranger, and give them a sense of purpose that reached further than their immediate sense of self. Scott Brown was, simply put, a role model for every person he ever encountered: young or old, male or female, rich or poor, educated or not educated, believer or non- believer. He was the face of modern Law Enforcement. A fellow officer said of Brown, “ Personally I knew Scott as being a pillar of our community. Scott was the one person that everyone respected, whether young, old, law abiding, or otherwise. With Scott it was a different level of respect.
