[JULY 9, 2005]  SPRINGFIELD -- Gov. Rod Blagojevich signed the following bills into law Thursday:

House Bill 15

Concerning: Local government

Description: Authorizes water commissions to enter into intergovernmental agreements with certain units of local government in order to carry out their intended purpose.

Action: Approved

Effective: Jan. 1, 2006

House Bill 210

Concerning: State government

Description: Requires the Illinois Early Learning Council to coordinate certain efforts with the Interagency Nutrition Council.

Action: Approved

House Bill 348

Concerning: Firearms

Description: Requires that the state police report the name and address of a person who attempted to get a Firearm Owner's Identification Card, but was denied, to the local law enforcement agency where the person lives.

Action: Approved

House Bill 381

Concerning: Criminal law

Description: Provides that any individual or entity that knowingly obtains, or assists another to obtain, a contract with a governmental unit because of false representation as a minority-owned business, female-owned business or business owned by a person with a disability is guilty of a Class 2 felony.

Effective: Jan. 1, 2006

House Bill 444

Concerning: Criminal law

Description: Expands the definition of aggravated arson to protect corrections officers.

Action: Approved

House Bill 611

Concerning: Criminal law

Description: Allows prisoners in the Adult Division of the Department of Corrections who earn their GED while incarcerated to have their sentence reduced by 60 days (good conduct credit).

Action: Approved

House Bill 741

Concerning: Public employee benefits

Description: Creates guidelines that school districts must follow in filling vacancies when seeking to hire a retired teacher for a subject shortage area.

House Bill 766

Concerning: Civil law

Description: Raises the liability amount for a parent of a minor who damaged property from $2,500 to $20,000.

House Bill 767

Concerning: Criminal law

Description: Allows for greater penalties for people who committed the offense of reckless homicide or the offense of driving under the influence while speeding excessively (20 mph over the limit).

Action: Approved

Effective: Immediately

House Bill 930

Concerning: Regulation

Description: Provides that a city, village or county that requires a permit for plumbing installation or repair must first verify that the applicant has a plumbing license or owns the single-family residence for which the permit is being sought. Requires a letter of intent to be included in plumbing permit applications.

House Bill 1051

Concerning: Education

Description: Expands eligibility requirements for the Illinois Special Education Teacher Tuition Waiver. Makes changes to the teaching requirements of three state teacher incentive programs. Repeals the Child Development Teacher Scholarship Act of 1993.

Action: Approved

Effective: The act is effective immediately, except for the changes to the Higher Education Student Assistance Act, which become effective July 1, 2006.

Concerning: Criminal law

Description: Provides penalties for criminals charged with stealing government property.

House Bill 1500

Concerning: Local government

Description: Provides that the probationary employment period of one year may be extended for a firefighter who is required to be a certified paramedic.

House Bill 1971

Concerning: Elections

Description: Provides greater access to electronic voter registration information that is collected and stored by the State Board of Elections.

Action: Approved

House Bill 2004

Concerning: Education

Description: Establishes the Healthy Kids -- Healthy Minds Expanded Vision Program. Requires the Chicago Board of Education to establish a program to identify students who are in need of basic vision care.

Action: Approved

Effective: Jan. 1, 2005

House Bill 3048

Concerning: Regulation

Description: Amends the Private Sewage Disposal Licensing Act. Requires the Department of Public Health to issue a separate and independent license for pumping, hauling and disposal of waste removed from the sewage disposal system of portable toilets. Provides for the Portable Sanitation Association International's Health and Safety Certification Program to be an acceptable educational and testing program for obtaining a license under the act. Provides minimal cleanliness standards for portable toilets.

House Bill 3770

Concerning: State government

Description: Provides for cost savings realized by the Department of Transportation to be deposited into the State Construction Account Fund.

Senate Bill 1898

Concerning: Criminal law

Description: Provides penalties for people charged with sexual exploitation of a child, under 13 years of age. Clarifies that similar laws of other states are applicable to Illinois laws for sex offenders.
