[MAY 14, 2005]  From Thursday night meeting:

Dick Logan took a moment to express public acknowledgement of all that our legislators, Reps. Bill Mitchell and Rich Brauer and Sen. Larry Bomke, did in helping bring SYSCO to Logan County. "They really went to bat for us," Logan said.

Economic development chairman Terry Werth said he is appreciative of how much county representatives did in getting SYSCO to bring their warehouse/distribution center to Lincoln. County coordinator Dewey Colter, Werth, finance chairman Chuck Ruben, board chairman Bob Farmer and others worked long and hard hours during the process.

The board looked once again at health insurance coverage and the cap for county employees. The policies that were accepted last month increased over last year's. The HMO increased from $303 to $326 per month, and an alternative PPO is now at $374.

The multiple of 137 employees at $276 difference in caps totals an additional $37,812 per year.

Like many other municipalities and businesses, the county had planned to let employees absorb some of the health insurance increase. However, a tentative agreement was reached to raise the insurance cap to meet the lower HMO cost.

The county audit has been completed except for the new government accounting and depreciation of county property. The accounting of county assets is a new state-mandated function.

The completed audit is expected to be in board members hands' by June 14 for discussion at next month's meeting.

The board adopted the depreciation schedule in March. It establishes how long they will depreciate property. Most of our property is past the five-year depreciation value, but it still needs to be listed, Ruben said.

The county has an annual contract with McLean County to house juveniles in detention. The county gets a rate of $80 per day rather than $90 with the contract.

It is always difficult to estimate how many days you will use in a year, finance chairman Chuck Ruben said. In January we used 10 days; in February we used 54. We have used up the 120 days contracted and we are not halfway through the year, Ruben said. He would like to add another 100 days to the contract if McLean is agreeable to it.

We may need those spaces in McLean soon. Vandalism has been reported occurring regularly in Latham Park. It appears that youth are turning over picnic tables and jumping on them.

Patrolling will be increased after dark.

Ruben moved on to other financial matters. A resolution will be voted on to issue a tax anticipation note for the county. The treasurer believes that we are going to run short of funds before property taxes can be collected. It is intended that the county may borrow $300,000 for 60 days, not to exceed 1 percent over prime.

Tentative approval was given for the use of Scully Park for Dog Daze on June 18.

The petition reminded Gloria Luster that she has had some calls about people not cleaning up after their dogs in the park. She said she thought that there were signs posted in the park.

John Stewart said, "Well, somebody stole the signs!"

He said that he would see about getting some more signs put up.
