As a community we need to be able to talk openly about matters that affect the quality of our lives. The most effective and least offensive manner to get your point across is to stick to the issue and refrain from commenting on another person's opinion. Letters that deviate from focusing on the issue may be rejected or edited and marked as such.

Truancy Ordinance

Greetings:

I am writing to express concerns about the truancy ordinance. I am a home-schooled student and in consequence know what problems this ordinance could cause.

First off, the ordinance states that the student should be in attendance during school hours, but what does that mean? Different schools have different hours, so how can one determine whether or not a child is indeed truant? For example, I have some cousins who live in Indiana, and sometimes they will come down during spring break, or winter break or whatever, and oftentimes their school's dates will be quite different than Lincoln's. Now, if they were to walk downtown or just to a drugstore, would they be considered truant?

I have a friend who is home-schooled who has told me about how his family will take walks to various parks, as part of their nature study program. If a truant or police officer were to see a large group of children, would they be considered truant?

I cannot help but question the need of such a strict ordinance; I mean this is Lincoln, Ill., for Pete's sake! I have lived here all my life and have rarely seen youths who really were truant. Now I heard that the truant numbers are higher, and this is a peak high for the Logan County area, but how many of these students are actually chronic truants? How many of these students are really in need of the law to crack down on their problems? And if there are enough to justify another ordinance, then you have their names; deal with them accordingly, instead of going after students who merely "look" like they are truant.
