Buffalo controlled the ball for a stretch of 15:08, but was outscored 7-0 on Elam's interception return. The Bills' next drive ended when Fred Jackson was stuffed for no gain on a fourth-and-1 at the Jets 8.
During the two drives, Buffalo marched the ball 114 yards on 27 plays, but came away with no points.
Derek Fine scored on a 9-yard touchdown catch, while Rian Lindell rounded out the Bills' scoring with a 53-yard field goal.
The Bills were without three starters, including top pass rusher Aaron Schobel (left foot), who missed his third straight game. The Jets were minus leading tackler David Harris, who hurt his groin last week.
