approves Elkhart Grain Elevator property for enterprise zone

The Logan County Board had two
property, casualty and workers' compensation proposals laid before
them for examination and decision this month. The proposals went
through two lengthy insurance committee meetings this month and were
then brought to the full board, with much more discussion occurring
during the June 11 board-of-whole meeting.

Tuesday night, insurance chair Jan Schumacher began by saying, "The
reason we went out for proposals was to see what kind of service we
could get, what kind of kind of breaks we could get." She said that
she kept all the board members, even those not on that committee,
informed during the review process. There were a couple of
questions raised last Thursday to which she had gotten answers.

provided a letter that would guarantee the rate of:

Option 1, which
was for two years and one month, and would continue at the same
rate.

Option 2, based on claims, would be for
24 months. Schumacher added that with this option, given the
cost difference and what the claim rate could become, the rate
still wouldn't be what it would be with Callender.
CIRMA is a new insurance group founded to assist county
governments with their unique insurance needs. It is modeled after
similar insurance groups that are successfully being used for
townships and municipalities.
"This is a great way for the county to go," Schumacher said. She
motioned to accept the insurance proposal from CIRMA with a
three-year contract.
The motion was defeated 6-4.

John Stewart then motioned to accept the insurance proposal made
by Callender.

Stewart reasoned that there was some skepticism on taking up CIRMA
at this time. The Callender proposal is for one year at $270,000,
which is $58,000 more than the CIRMA proposal. In one year CIRMA
would have their first-year financials in place and would be filed
with the Illinois Department of Regulation, Stewart said. Next year
there would be more security in choosing them, he concluded.
The motion to accept Callender passed 8-2.

The board also approved an annual renewal with Facer Insurance in
the amount of $4,580 for the Logan County Airport.
In other business, a motion was made to add territory to the
Lincoln and Logan County Enterprise Zone for Elkhart Grain. There
was no discussion and the motion was approved 10-0.
