              freedom of speech hampered by Human Services 
              6-11-02 To the editor: At 2:15 p.m. today 
              [Monday] my wife and I met with WAND-TV at the entrance of LDC. The 
              purpose was to get our reaction to Gov. Ryan’s decision today to 
              close Lincoln Developmental Center. We wanted our 
              daughter to tell her story as well as her mother and I. Our 
              daughter is nonverbal but can certainly speak with her eyes, 
              hands, smile or lack thereof to questions asked of her.  WAND wanted to call 
              Reginald Marsh in Chicago (he is the spokesperson for Department 
              of Human Services) to get permission to go on the LDC grounds to 
              do interview. They did reach him by telephone and request 
              was DENIED. We hear much from 
              Equip for Equality and other do-gooder organizations about the 
              people with disabilities having just as many rights as the healthy 
              and must be heard.  They should be 
              infuriated at Mr. Marsh’s denial. Our daughter was 
              denied her FREEDOM OF SPEECH on probably the biggest decision in 
              her life. Someone can burn 
              the flag of the USA and no one says a word because they have this 
              right. Something is
