[JULY 6, 2005]  SPRINGFIELD -- Gov. Rod Blagojevich signed the following bills into law Friday:

House Bill 386

Concerning: Vehicle code -- Purple Heart plates -- spouses

Description: Provides that an Illinois resident who is the surviving spouse of a person killed in a foreign war and awarded the Purple Heart by a branch of the U.S. armed forces is eligible to be issued Purple Heart license plates.

Action: Approved

Effective: Jan. 1, 2006

House Bill 414

Concerning: Pollution control facilities

Description: Retains Lake County's control over the location of construction or demolition debris recycling facilities.

Action: Approved

House Bill 521

Concerning: Government -- state group insurance

Description: Provides current and former state employees who are under age 60, regardless of union status, increased supplemental life insurance options and accidental death and dismemberment coverage options.

House Bill 729

Concerning: Hazardous Material Emergency Response Reimbursement Act

Description: Allows the American Red Cross to apply for federal reimbursement for costs incurred for mass care and sheltering of citizens who are evacuated during a hazardous materials event.

Concerning: DCEO -- International Standards Program

Description: Authorizes the Department of Commerce and Economic Opportunity to create a program to assist Illinois manufacturers and other businesses in becoming accredited and reaccredited in approved international standardization organizations.

Concerning: Labor relations

Description: Provides court reporters with the same collective bargaining rights as other state employees.

Concerning: Veterans' Employment Act -- DCEO

Description: Reassigns the powers and duties formerly assigned to the Department of Employment Security under the Veterans' Employment Act to the Department of Commerce and Economic Opportunity.

Concerning: Brominated Fire Retardant Prevention Act

Description: Phases out certain usage of brominated flame-retardant chemicals added to plastic and foam products.

House Bill 3045

Concerning: Regulation

Description: Amends the Illinois Plumbing License Law. Makes changes to the definitions and requirements for irrigation employees, contractors and lawn sprinkler systems to bring them more in line with plumbing contractors.

House Bill 3420

Concerning: AIDS Conference -- AIDS Registration Act -- HIV

Description: Amends provisions of the AIDS Confidentiality Act. Provides that a person may disclose or be compelled to disclose (by hospitals, laboratories and other related facilities) information regarding people with HIV/AIDS, even if it will disclose the identify of the person, to local health authorities serving a population of over 1,000,000 residents or to other local health authorities as designated by the Illinois Department of Public Health. Provides that local health authorities are not permitted to further disclose the confidential information, except in a coded form. Allows surveillance staff from local public health authorities to review patient records on-site and collect information necessary to complete the appropriate paperwork. Expands the "AIDS registry" to also include people with HIV.

Senate Bill 189

Concerning: Law enforcement -- retired officers

Description: Allows the Illinois Law Enforcement Training and Standards Board to administer and conduct annual firearm certification courses for retired law enforcement officers who are qualified under federal law to carry a concealed weapon.

Effective: July 1

Senate Bill 463

Concerning: Education

Description: Transfers all powers and duties over high school equivalency testing and certificates from the State Board of Education to the Illinois Community College Board.

Senate Bill 1442

Concerning: State government

Description: Amends the State Employees Group Insurance Act of 1971. Allows eligible employees to elect not to participate in the program of health benefits provided under the State Employees Group Insurance Act. Allows for the alternative cancellation retirement payment.

Senate Bill 1483

Concerning: IEMA -- violation orders

Description: Allows the Illinois Emergency Management Agency to issue a violation without having to conduct an on-site inspection of a licensed or registered facility. Clarifies statutory references to the agency.

Senate Bill 1676

Concerning: Education

Description: Provides that an individual who successfully achieved national board certification through the National Board for Professional Teaching Standards shall be issued a Master School Service Personnel Certificate and qualify said individuals for certain pay incentives.

Senate Bill 2032

Concerning: Education

Description: Provides that the Department of Veterans' Affairs shall provide certain education-related benefits to the children of certain veterans who are attending or may attend a state or private educational institution (elementary or high school level).
