House Bill 3420
Concerning: AIDS Conference -- AIDS Registration Act -- HIV
Description: Amends provisions of the AIDS Confidentiality Act.
Provides that a person may disclose or be compelled to disclose (by
hospitals, laboratories and other related facilities) information
regarding people with HIV/AIDS, even if it will disclose the
identify of the person, to local health authorities serving a
population of over 1,000,000 residents or to other local health
authorities as designated by the Illinois Department of Public
Health. Provides that local health authorities are not permitted to
further disclose the confidential information, except in a coded
form. Allows surveillance staff from local public health authorities
to review patient records on-site and collect information necessary
to complete the appropriate paperwork. Expands the "AIDS registry"
to also include people with HIV.
