[JULY 9, 2005]  SPRINGFIELD -- Gov. Rod Blagojevich signed the following bills into law Friday:

House Bill 996

Concerning: Transportation

Description: Provides that a fire chief must have completed an emergency vehicle operation training course approved by the Office of the State Fire Marshal in order to use the red or white oscillating, rotating or flashing lights when responding to an emergency.

Action: Approved

House Bill 1395

Concerning: Government

Description: Allows special districts in Cook County -- such as library, sanitary or park districts that are coterminous or are completely within the boundary of a township -- to merge into the township.

House Bill 2241

Concerning: State government

Description: Outlines procedures for the Illinois State Police to address missing seniors (individuals over 65 years of age).

Concerning: Human rights

Description: Prevents the Department of Human Rights from considering questions of credibility when evaluating civil rights violations.

Concerning: Civil law

Description: Creates notification guidelines for residents wishing to legally change their name.

House Bill 3449

Concerning: Criminal law

Description: Requires that a person guilty of domestic battery in the presence of a child up to 18 years of age (instead of 16 years of age) be responsible for paying for any court-ordered counseling. Expands the definition of "child" to include minors who were visiting the home in addition to minors residing in the home.

Senate Bill 45

Concerning: Criminal law

Description: Provides that a person incarcerated in any federal facility may under certain conditions be released directly to the custody of an officer of another state. Provides that the state of Illinois waives all legal requirements to obtain extradition of fugitives from justice.

Senate Bill 173

Concerning: Regulation

Description: Amends the Illinois Credit Union Act. Authorizes a credit union to (i) make certain charitable contributions; and (ii) act as a trustee or custodian under health savings accounts and similar tax-advantaged plans established under the federal Internal Revenue Code. Allows for electronic signatures to be accepted on loan applications. Strengthens rules and penalties against improper usage of the term "credit union."

Senate Bill 223

Concerning: Education

Description: Establishes guidelines for gifted education programs. Requires the Illinois State Board of Education to oversee all aspects of gifted education. Authorizes the creation of a gifted education advisory board.

Senate Bill 426

Concerning: Employment

Description: Clarifies that after Jan. 1, 2003, an employer may not be charged for unemployment benefits if their business is closed because the employer or key officers were called to active duty with the armed forces.

Senate Bill 767

Concerning: Education

Description: Authorizes the regional superintendent of schools to hire private legal counsel to represent him or her in certain legal matters (instead of the state's attorney of the county where the regional superintendent's office is located acting as the legal representative). Provides that for these specific situations, each county located within the region shall pay a per capita share of the legal fees incurred.

Senate Bill 1884

Concerning: Local government

Description: Re-enacts a provision that specifies the rights and responsibilities of counties in preventing and reducing juvenile delinquency.

Senate Bill 1907

Concerning: Civil law

Description: Permits a person, entity or organization presenting a valid, signed authorization for the release of records to examine a patient’s health care facility records.

Senate Bill 2090

Concerning: Criminal law

Description: Provides that any offender whose court sentencing order recommends substance-abuse treatment must complete that treatment while incarcerated to be eligible for receiving good time credit. Allows the director of the Department of Correction to waive this restriction and award good time credit if a prisoner is unable to complete treatment for certain reasons.

Senate Bill 2112

Concerning: Education

Description: Provides that one member appointed to the Illinois Community College Board by the governor be a faculty member at an Illinois public community college. Requires that a second member of the Illinois Community College Board, appointed by the governor, be a member of the board of trustees of a public community college district.
