Gov. Blagojevich stresses safety as motorists hit the roadways for Memorial Day weekend

[May 22, 2008]  SPRINGFIELD -- As Illinoisans get ready to hit the roadways for the Memorial Day weekend, Gov. Rod. R. Blagojevich urges drivers to buckle up. The governor also announced Wednesday that the Illinois Department of Transportation will suspend some construction-related lane closures for holiday travel. The announcement comes as the Department of Transportation and Illinois State Police conduct the largest Click It or Ticket mobilization in state history.

Hardware"As families prepare to hit the roadways this weekend, one of the most important things they can do to stay safe is simply -- buckle up," said Blagojevich. "Five years ago, I signed the primary safety belt enforcement law. Since then, we've seen a record-high 90 percent compliance with the law, and traffic fatalities have fallen to a historic low. That tells us people are getting the message."

"We know everyone looks forward to a nice long holiday weekend, and we just want to urge motorists to buckle before getting on the road to visit family and friends," said Milton R. Sees, secretary of the Department of Transportation. "We are working with Illinois State Police to save lives, and drivers can expect to get a ticket if folks are not buckled up both day and night."

The Department of Transportation will suspend construction-related lane closures wherever possible starting at 3 p.m. Friday to midnight Monday. Due to the nature of some projects, some construction zones throughout the state will continue to operate. The department is urging motorists to slow down and proceed with caution through these work zones. Holiday travelers are reminded that work zone speed limits are still in effect.

Nearly 31.7 million Americans, or 83 percent of all holiday travelers, are expected to travel by automobile. This is a 1 percent decrease from the approximately 32 million people who drove a year ago. In Illinois, more than 1.5 million people will be traveling for the holiday weekend. Of those, nearly 1.2 million will be driving and 186,500 will be flying.

Areas that will continue to have lane closures are as follows:

District 1

Cook County

  • 127th and Maple -- Intersection widening in Blue Island. One lane in each direction.

  • Edens Expressway, Interstate 94 from Lawrence Avenue to Old Orchard Road -- Bridge work and resurfacing. Two lanes in each direction.

  • Elmhurst Road over I-90 -- Bridge work at Des Plaines. One lane open in each direction.

  • Emerson Street over the North Shore Channel -- Bridge work at Skokie and Evanston. Road closed. Detour posted.  

  • I-290 at the I-90 Northwest Tollway, Route 58 and Golf Road, and Woodfield Drive -- Bridge work in Schaumburg and Rolling Meadows -- Two lanes closed in express lanes.

  • Route 171 and 131st -- Intersection widening in Lemont. Lane shifts.

  • Route 21 over Union Pacific RR -- Bridge work in Glenview. One lane open in each direction.

  • Route 58 over Poplar Creek and the intersection of Route 58 at Route 59 -- Bridge work in Hoffman Estates. One lane open in each direction.

  • Route 68 and Dundee Road over U.S. 14 and Union Pacific Railroad -- Bridge work at Inverness and Palatine. One lane open in each direction.

  • Pulaski Road over Belt Railway south of 71st -- Bridge work at Chicago. Two lanes southbound open and one lane northbound open from 71st Street to 75th Street. 

  • Ridge Avenue from Clark Street to Howard Street -- Resurfacing in Evanston. Northbound lanes are closed. Traffic was moved to the southbound lanes. One lane is open in each direction.

  • Sheridan Road from 10th Street to Isabella Street -- Reconstruction through Wilmette. Southbound lanes are closed. Traffic was moved to the northbound lanes. One lane is open in each direction.

  • U.S. 6 from U.S. 45, 96th Avenue and LaGrange Road to 94th Avenue -- Reconstruction in Orland Park. Split lanes protected with barricades; still two lanes in each direction  

  • Wentworth and River Oaks -- Intersection widening in Calumet City. Narrow lanes with no shoulders. 

  • Western Avenue over Gregory -- Bridge work in Blue Island. Lane shifts with reduced shoulders.  

  • Western Avenue and U.S. 30 -- Reconstruction at Park Forest. One lane in each direction to Sauk Trail.  

DuPage County

  • 59th Street from Fairview Avenue to Williams Street -- Reconstruction in Westmont. Westbound lanes closed.

  • Bailey Road over the West Branch of the DuPage River -- Bridge work in Naperville Bridge is closed. Detour posted.  

  • Hawthorne Lane, Powis Road, Pilsen Road and Arbor Avenue -- Reconstruction at West Chicago. One lane in each direction.

  • Timber Edge Drive over Salt Creek -- Bridge work at Oakbrook Terrace. Bridge is closed.

  • Williams Street from 59th Street to 63rd Street -- Reconstruction at Westmont. Southbound lanes closed.  

Kane County

  • Route 25 over Norton Creek -- Bridge work at St. Charles. One lane open, with signals to direct traffic. 

  • Route 31 over Mill Creek -- Bridge work at Batavia. One lane in each direction.

  • Route 47 over the I-88 East-West Tollway -- Bridge work. Route 47 in Blackberry Township reduced to one lane in each direction.

  • Illinois Street bridges over the Fox River -- Bridge work at Aurora. One lane in each direction. Truck detour posted.

  • McLean Boulevard from Bowes Road to Hopps Road and Spring Road -- Reconstruction at South Elgin. One lane in each direction.

  • U.S. 20 and Lake Street over the Elgin, Joliet & Eastern Railway -- Bridge work and resurfacing at Elgin. One lane open in each direction.

  • U.S. 30 over BNSF Railway and Railnet and Route 31 over BNSF Railway -- Bridge work at Montgomery. One lane in each direction.

  • Route 60 over the Tri-State Tollway and from Riverwoods Road Boulevard to Saunders Road and Field Drive -- Bridge work, reconstruction and resurfacing at Lake Forest. One lane eastbound and one lane westbound with left turn lanes provided at intersections with signals.  

Lake County

  • Sheridan Road from Belvidere Road to Grand Avenue -- Reconstruction at Waukegan. One lane in each direction.

McHenry County

  • U.S. 12 from Route 31 to Route 173 and U.S. 12 over the North Branch of Nippersink Creek -- Intersection improvement, resurfacing and bridge work at Richmond. Narrow lanes over Nippersink bridge.  

Will County

  • High Road, from 143rd Street to Long Run Creek -- Bridge work. Lockport bridge is closed. Detour posted.

  • I-55 west frontage road -- Reconstruction at Shorewood. Narrow lanes with reduced shoulders.

  • Route 53 and Lily Cache -- Reconstruction at Bolingbrook. Lane shifts, narrow lanes.

  • Route 53 over Prairie Creek -- Bridge work at Elwood. Northbound traffic shifts to southbound 53. One lane in each direction

  • Route 59 over DuPage River -- Bridge work at Plainfield. Narrow lanes with no shoulders.

  • Route 7 over the Des Plaines River -- Bridge work. Lockport Road closed with posted detour.

  • U.S. 52 over Prairie Creek -- Bridge work at Manhattan. Single lane with temporary traffic signals.

District 2

Carroll County

  • U.S. 52 west of Mount Carroll -- Bridge replacement restricts traffic to one lane controlled by temporary traffic signals.

  • Route 78 north of Mount Carroll to the Jo Daviess County line -- The contractor is replacing five separate box culverts. Traffic is restricted to one lane at each of the five locations as the structures are replaced, half at a time, and controlled by temporary traffic signals.

Ogle County

  • U.S. 52 at Route 64 near Brookville -- Route 64 is closed to allow for removal and replacement of the intersection pavement. A marked detour is in place to direct traffic to U.S. 52.

  • Route 72 near Monroe Center east of I-39 -- The roadway is restricted to one lane with temporary traffic signals as two culverts are replaced near the DeKalb County line.

Rock Island County

  • Route 5 bridge over Route 84 at Silvis -- Bridge deck replacement restricts traffic to one lane in each direction.

  • Route 92 bridges on the Centennial Expressway over Seventh Avenue, 18th Avenue and 31st Avenue are all restricted to one lane in each direction as the bridge decks are replaced, half at a time.

Stephenson County

  • Route 73 south of Winslow near the Wisconsin state line -- The roadway is restricted to one lane and traffic is controlled by traffic signals at two locations near Gore Road as two culverts are each replaced, half at a time.

Winnebago County

  • I-39 over the Kishwaukee River south of Rockford -- Traffic will be restricted to one lane in each direction as the two structures are closed, one at a time, for rehabilitation.

  • Montague Road over U.S. 20 southwest of Rockford -- Temporary traffic signals are being used to maintain one lane of traffic over the bridge as it is replaced, half at a time.

  • U.S. 20 over Prairie Road and Simpson Road southwest of Rockford. Traffic is restricted to one lane in each direction as the two bridges are being replaced.

District 8

Madison County

  • Motorists will encounter staged construction and temporary traffic signals to maintain two-way traffic on Route 143 east of Edwardsville. This lane restriction is necessary to replace the existing bridge carrying Route 143 over Silver Creek, approximately three miles west of Route 4. The project is expected to be completed by the end of June.

  • Motorists will encounter staged construction and temporary traffic signals to maintain two-way traffic on Route 140 south of Holiday Shores. This lane restriction is necessary to replace the existing bridge carrying Route 140 over Cahokia Creek, approximately 2.5 miles east of the intersection of Route 140 and Route 159. The project is expected to be completed by the end of October.

  • Motorists will encounter staged construction and temporary traffic signals to maintain two-way traffic on Main Street just north of U.S. 40 in Troy. This lane restriction is necessary to replace the existing bridge with a box culvert carrying Main Street over a tributary to Wendell Creek, approximately one-half mile north of U.S. 40. The project is expected to be completed by the end of August.

St. Clair County

  • The ramp from Piggott Avenue onto eastbound I-55-70-64 will be closed for deck repairs, with a marked Seventh Street detour in St. Louis, Mo. This ramp is expected to be completed and opened by Oct. 31. The project consists of replacing the existing concrete deck overlay and performing structural steel repairs to the bridge. Marked detours will be established to help motorists during this ramp closure.

  • Motorists will encounter a lane shift and restriction along Route 13-15 just east of Green Mount Road. The project is scheduled to be completed by fall.

  • Route 13-157 over Harding Ditch, just southeast of the junction of the two highways, will be closed. A marked detour using Route 163 and Route 15 will be in place to move traffic around the closed section. The required work includes the removal and replacement of two bridges, and the project is expected to be completed this spring.

Washington County

  • Eastbound and westbound I-64 will be reduced to one lane from mile marker 60 to mile marker 62, near U.S. Route 51. These lane closures are necessary to replace bridge joints. The project is expected to be completed by the end of the year.
