Quinn signed the bill
Friday at a community center on Chicago's West Side.
Under the new law, utilities would participate in
making a payment plan available for eligible
residents. It also caps utility costs and expands
energy efficiency efforts.
The governor says it's unfortunate "people have suffered the fear of losing their electricity."
Quinn's office says the law will benefit tens of thousands of low-income Illinois households, allowing them to make affordable gas and electricity monthly payments.
