As a result, that prison block was put on lockdown. While trying
to balance the state budget, Gov. Quinn has said that he would
reduce staff and release prisoners at the two Lincoln prisons. A 37
percent cut in staff is scheduled to take place later this month.
The staff fears that further incidents of this type will increase
as the inmate-to-guard population changes. "If you don't have the
people, they just explode these incidents; they become larger," said
John Black, president of Local 2073 of the American Federation of
State, County and Municipal Employees.
