Election board fines total $21.5M, but $1.2M paid

[September 22, 2011]  ARLINGTON HEIGHTS (AP) -- Since 1999 the Illinois State Board of Elections has levied more than $21.5 million in campaign finance reporting violation fines against politicians and political organizations.

But The Daily Herald in suburban Chicago reports Wednesday (http://bit.ly/r3s3KD) that $1.2 million of those fines have been paid, or 5.8 percent. The fines stem from nearly 13,000 violations.

Election board data show the average annual total of fines paid is about $96,000. Meanwhile the average yearly salary of the eight-member state election board is $332,000.

Election board officials say revenue generated from the fines goes into the state's general fund, not the agency's budget. They say that's why there shouldn't be a relationship between fines and the board's operational costs. But critics argue the board's processes can be more efficient and cost-effective.
