Invitation to Bid

 

The Logan County Buildings and Grounds Committee is seeking bids for an expanded version of a previously advertised project for the repair of the windows in the Logan County Courthouse.

Sealed bids will be received at the Logan County Clerk’s office, room 20, Logan County Courthouse 601 Broadway St., in Lincoln, Illinois (P.O. Box 278, Lincoln, IL 62656). Bids must be received in the clerk’s office by 4:00 pm on Thursday, February 23, 2012 or be hand-delivered to the Buildings and Grounds Committee meeting in the Logan County Board Conference Room at the Logan County Courthouse at 6:00 pm on Thursday, February 23, 2012, at which time bids will be opened.

Bid specs can be obtained from Pamela Meagher, county board secretary, at 217-732-6400 or pmeagher@co.logan.il.us. Please note: The Logan County Courthouse offices will be closed on Monday, February 20, 2012.

The successful bidder will be required to enter into a written contract with Logan County. Firms doing business with Logan County when federal funds are used are required to pay prevailing wage to employees and comply with the Davis-Bacon Act. Logan County is a tax-exempt governmental body. The successful bidder must also comply with the Buy American and Waste Management provisions of the American Recovery and Reinvestment Act of 2009.

Logan County reserves the right to reject any or all bids and to waive irregularities therein. All bidders must agree that such rejection shall be without liability on the part of Logan County for any penalty brought by a bidder because of such rejections, nor shall the bidders seek any recourse of any kind against the County due to any such rejections and the filling of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.

NOTICE FOR BIDS


Public notice is hereby given that the Logan County Board will receive sealed bids until 10:30 a.m. on March 5, 2012 for furnishing, constructing, and erection of an all steel 5 place nested T hangar, complete, including all necessary earth and aggregate fill, concrete floors, footings, approaches, and all building utilities and fixtures, in accordance with these specifications and subject to the terms and conditions of the Contract Documents, at the Logan County Board, Lincoln, Illinois.

As a condition of receiving Federal assistance to pay for the project each Bidder that elects to submit a proposal to do the work shall be required to adhere to the following Federal Provisions:

  • Buy American Preference, Title 49 U.S.C. Chapter 501 (Program Guidance Letter 10-02).

  • Civil Rights Act of 1964, Title VI – Contractor Contractual Requirements.

Bidding documents, including specifications and drawings, may be obtained at the Office of the Engineer, Hanson Professional Services Inc., 1525 South Sixth Street, Springfield, Illinois 62703, telephone (217) 747-9316.

Requests for bidding documents, plans, specifications, and proposal forms will be filled for a fee of $15.00 (non-refundable), payable to Hanson Professional Services Inc.

Requests for bidding documents, specifications, drawings, proposal forms, will be filled for all material suppliers and prospective bidders.

The successful bidder will be required to pay the prevailing rate for each trade or craft per the Davis-Bacon Wage Determinations (U.S. Department of Labor) for Logan County, Illinois.

The manufacturer of the building offered shall have been continuously engaged in the design and production of pre-engineered steel buildings for a period of not less than five (5) years. The manufacturer, when requested, will furnish a listing of the airport buildings he has completed in the past five years.

The General Contractor (Bidder) proposing on this project shall be required to seek prequalification by the Engineer. Prequalification shall consist of a review of past projects constructed by the Bidder of similar scope and complexity over the past five (5) years, a review and contact of the owners of said projects, and a verification of financial stability. Prequalification shall be requested no later than February 20, 2012.

Bids forwarded by mail must be received at the place of letting on March 5, 2012. Bids postmarked prior to the letting date but not received at the place of letting at the designated time, will not be opened and will be returned to the prospective bidders.
