Under the proposed settlement, stores will be allowed to charge customers more if they pay with a credit card. The pact covers only U.S. transactions. Ten of the 19 retailers and trade associations that are plaintiffs in the suit against the credit card companies have sought to block the deal. They contend that the settlement will not stop swipe fees from continuing to rise, hurting both retailers and shoppers, and that it will prevent any future legal challenges.
