Mr. Hepler called the meeting to order at 7:00 pm. The Pledge of
Allegiance was led by Mr. Blankenship.
A motion was made by Mr. Bateman, seconded by Mr. Rohlfs, to approve
June 12, 2014 minutes. Motion passed.
Airport/Farm: Mr. Rohlfs reported 891 gallons of fuel were
sold in June. Nothing further to report.
Animal Control: Mr. Bateman reported Logan County Animal
Control is working on a program to increase cat adoption. Nothing to
report.
Building and Grounds: A motion was made by Mr. Bateman,
seconded by Mr. Ruben, to accept the roofing bid from Henson
Robinson Company which came in at $109,500. Straw vote taken, motion
passed.
A motion was made by Mr. Bateman, seconded by Mr. Ruben, to expand
funds for both projects. Straw vote taken, motion passed. Mr. Ruben
will make another motion during his finance report.
A motion was made by Mr. Bateman, seconded by Mrs. Schumacher, to
accept lighting grant for $11,000 which will replace the lighting at
the Safety Complex. The grant has a pay back in 24 months but the
County’s out of pocket will be $3,800.00. Straw vote taken, motion
passed. Nothing further to report.
Chamber of Commerce: Mrs. Schumacher reported Chamber of
Commerce is gearing up for the Balloon Fest. Nothing further to
report.
Community Action: Mr. O’Neill reported Community Action had
93 resumes for the Director Position. Community Action interviewed 7
candidates. Community Action hopes to get it narrowed down to two
candidates. Mr. O’Neill also reported they are thinking about a
major over haul regarding Head Start structure which may create
addition jobs. The auditors expressed some concerns over the large
deficits in nutrition’s for Meals on Wheels. Nothing further to

Executive/Economic Development: Mr. Helper reported Executive
meets July 14, 2014. Mrs. Schumacher gave an update on UOC.
A motion was made by Mr. O’Neill, seconded by Mrs. Schumacher, to
bring UOC off the table for discussion. Straw vote taken, motion
passed.
A motion was made by Mr. O’Neill, to remove funding from UOC unless
the structure becomes more fair. Motion dies due to lack of second.

Finance: A motion was made by Mr. Ruben, seconded by Mr.
Farmer, to transfer 80,000.00 from farm funds balance to Building
and Grounds 101-21-56102 and to expend 150K from 101-21-56102 and
20K for 101-21- 53027 to pay first half of Safety Complex Roof and
HVAC Repairs. Straw vote taken, motion passed. Nothing further to
report.

Insurance/Legislation: A motion was made by Mrs.
Schumacher, seconded by Mr. Ruben, to approve LO 13-14 75-
Prevailing Wage Act. Straw vote taken, motion passed.
A motion was made by Mrs. Schumacher, seconded by Mr. O’Neill,
to approve LO 13-14 76 - Ordinance Establishing a System for the
Licensing of Organizations to operate Raffles and Poker Runs in
the County of Logan County. Straw vote taken, motion passed.
A motion was made by Mrs. Schumacher, seconded by Mr. Batman, to
participate in Catapult Preventative wellness checkups and
approval of County Board expenditure of $1000 toward incentives.

A motion was made by Mrs. Schumacher, seconded by Mr. Rohlfs, to
LO 13-14 73- New Holland Volunteer Fire Department. Straw vote

Road and Bridge: A motion was made by Mr. Aylesworth,
seconded by Mr. Farmer, to approve LO 13-14 74 Resolution for County
Aid for Elkhart Road District up to $20,000.00. Nicholas Road
condition will start first week of August. Nothing further to
report.
Main Street and Tourism: Nothing to report.
Waste Management: Mr. O’Neill reported Mitzi Rohlfs is having
a hard time with illegal dumping at the bins. Nothing to report.
Safety: Nothing to report.
Personnel: Mrs. Schumacher reported the committee is in the
process of updating the personnel manual. Nothing further to report.
County Board Chairman’s Report: Nothing further to
report.
A motion was made by Mr. O’Neill, seconded by Mr. Farmer, to adjourn
