Administrator
Clay T. Johnson to start mid-October

LINCOLN - The Lincoln City
Council Monday night approved an employment agreement with Clay T.
Johnson from Merrillville, IN to become the community’s new, and
first full-time, City Administrator. Johnson is currently the
Assistant Town Manager for Munster, IN, a community of 23,603 in
northwest Indiana. He earned a Bachelor of Science degree in
Business and Telecommunications from the University of Kentucky
(Lexington, KY) and a Master of Public Affairs (MPA) from Indiana
University (Bloomington, IN).

Johnson has served in the town of Munster for four years focusing
on high quality service delivery and high quality of life. During
his tenure, the municipality funded nearly $40 million in
redevelopment projects, including the award-winning redevelopment of
a closed municipal landfill into a methane-to-electricity
cogeneration project, the $9 million reconstruction of Community
Park, and the first greenway connection between the states of
Indiana and Illinois. Johnson assisted in the preparation of the
town’s $38 million budget, oversaw a town-wide compensation and
performance management study, managed the Information Technology
Department and the Safety Committee, and staffed the Planning
Commission, the Zoning Board of Appeals, and the Public Art
Commission.

Prior to joining the Town of Munster, Johnson served as a
Public Sector Community Coordinator for the Indiana University
Service Corps, as an Engineering Fellow for the City of
Bloomington, IN Department of Public Works, and as an intern for
the City of Paducah, KY, and the Kentucky League of Cities. He
is a member of the International City/County Management
Association and serves as a mentor for Indiana University’s ICMA
Student Chapter. He is also the Northern Regional Representative
for the Indiana Municipal Management Association.
Johnson will start his duties with the City of Lincoln in
mid-October.
