Police assist in ISP arrest of Texas man

Illinois State Police (ISP) Division of Criminal Investigation (DCI)
Zone 4 officials announce the arrest of Kelvin D. Simmons, an
18-year-old male from Dallas, Texas for Unlawful Restraint.

On June 25, 2021 an investigator with the Collins County Texas Sheriff’s
Office contacted ISP DCI Zone 4 and requested assistance with locating a
missing 15-year-old female juvenile. The missing juvenile had left Texas
with an 18-year-old male subject and was believed to be traveling to
Chicago, Illinois.
The juvenile female and the 18-year-old male, who was later identified
as Kelvin D. Simmons, were located near Lincoln Illinois by multiple law
enforcement agencies to include the Lincoln Police Department, Illinois
State Police District 9, ISP DCI Zone 4, and the Stanford Police
Department.

Texas authorities issued an arrest warrant for Kelvin Simmons for
the Texas Penal code offense of Unlawful Restraint (Chapter 20,
section B(ii)). Simmons was alleged to have taken the victim, who is
a child, who is 14 years of age or older and younger than 17 years
of age, outside of the state of Texas and outside a 120-mile radius
from the victim's residence, and the parent or guardian has not
given him permission to do so. Simmons was transported to the Logan
County Jail and was held on the Texas warrant. Bond on the Texas
warrant was set at $200,000. |
