Castle Manor, a supportive-living facility, will be situated on a
parcel of land directly to the east of the new Wal-Mart Supercenter
on Lincoln's west side. The project is a joint venture of St.
Clara's Senior Services and Heritage Enterprises of Bloomington.
Lincoln Mayor-elect Keith Snyder and Marty Neitzel, mayor pro
tem, were also present for the special event. Snyder said, "I
believe this project will help draw other new business to Lincoln."
The momentous occasion was made even more special as it was
exactly 40 years to the day after the groundbreaking for St. Clara's
Manor. Getting everything accomplished for the exact date was a
major feat. The project had already been years in the making with
planning, property search, land surveying, permits, purchase
negotiations, design work and much more, but all was amazingly
finalized only two days earlier when the city of Lincoln approved
the final plat and construction plans.
Having never been developed, the wide-open, wind-whipped land
that lay before yesterday's crowd was completely in a rough and wild
state. Much site development must be completed before construction
can even begin.
St. Clara's Manor was completed one year after its
groundbreaking. Clyde Reynolds, president of St. Clara's board of
directors, said this morning that while it may not be attainable,
Castle Manor is on the same timeline, with an April 14, 2010, target
for completion.
The 49,316-square-foot facility will be set on 3.8 of the acres
and will provide 54 senior living apartments. Two unit sizes will be
available: a 457-square-foot and a 308-square-foot efficiency size.
Nearby, there will be a lovely 2.3-acre pond that would actually
serve a practical purpose of storm water detention.
Its location is ideal, with lots of shopping and places to eat
nearby. Medical facilities would also be nearby, since Abraham
Lincoln Memorial Hospital will be building next door in the near
future. The adjacent Illinois Route10 and Woodlawn Road allow for
easy travel in town or out of town by all major highways and nearby
Interstate 55.
The new supportive-living facility will create 40 new jobs for
the area when completed.
In addition to the living facility area, 1.25 acres are reserved
for a commercial site and 10.6 acres for future development.

As a nonprofit, the complex project qualified for a community
facilities loan guarantee program that would make costs manageable.
The USDA Rural Development guaranteed a substantial part of a State
Bank of Lincoln loan.
Castle Manor will offer an affordable assisted-living model
administered by the Illinois Department of Healthcare and Family
Services. It provides housing with services for frail elderly, 65
and over. Castle Manor is designed specifically for older adults who
may need assistance to maintain their independence.
It will accommodate all income levels, including Medicaid and
private pay; long-term care insurance may apply. It will be the only
facility of its kind in Logan County that is approved to accept
Medicaid.
The aim of the program is to preserve privacy and autonomy while
emphasizing health and wellness for people who would otherwise need
nursing facility care.
Castle Manor will offer a complete list of supportive services,
including intermittent nursing, personal care, medication oversight,
meals, laundry, housekeeping, maintenance, and social and
recreational programming. Other services include transport for group
social services, help with medical appointments and shopping
assistance as needed.
