unmarried man and woman. A
version of Islamic law was introduced in the
province in 2001 as part of negotiations to end the
29-year war between separatist rebels and the
military. The law bans gambling, drinking alcohol
and makes it compulsory for women to wear
headscarves.

March was a confusing month for outdoor plants, but
the tulips are starting to bloom all over the city. Some of them
are shorter than usual, but the colors are still vivid and bring
a certain sign that winter has left for the year.
