			Lincoln 
			Mayor Seth Goodman was the deciding factor approving retail sale of 
			recreational marijuana in the city of Lincoln starting in 2020. The 
			aldermanic vote was split four-four with Kevin Bateman, Sam Downs, 
			Ron Keller and Tracy Welch voting in favor of the motion to approve. 
			Those who voted in opposition of the motion were Jeff Hoinacki, 
			Kathy Horn, Steve Parrott and Kathryn Schmidt. The same four-four 
			split carried into the second motion on local sales tax to be 
			assessed. Again, Goodman delivered the deciding vote of 'yes' to tax 
			retail marijuana at three percent.
 City Attorney John Hoblit told the council that the Monday night 
			decision was only the first step of the process. The resolution 
			passed Monday will be put into an ordinance and must also be passed 
			by the council.
 
 LDN will have further details on the Monday night meeting later this 
			week.

			This 
			past weekend was a time for greeting fall as the official day 
			quickly approaches. In addition to the traditional festivals we see 
			in Logan County this time of year, a new festival was brought to the 
			community.
 This year Lincoln College is hosting a group of Chinese exchange 
			students. In their home country, the students would celebrate the 
			Mid-Autumn Festival. Friday evening those students hosted a 
			performance at the Johnston Center for Performing Arts. The 
			beautiful and fun performance offered attendees insight into a 
			culture and lifestyle practiced half-a-world away.
