No, you are not seeing double. Twin stop signs on northbound Washington Street at the intersection with Fifth Street don't seem to be working. A 15-minute study of motorists showed multiple rolling stops and several motorists not even slowing down. At certain times of the day, entry onto Fifth Street can be difficult, causing motorists to be scofflaws: twice.
